This newsletter is aimed at providing updates and news from UPEACE and its regional programmes with special focus on the Africa and Central Asia programmes, which are coordinated through the Geneva office. Objectives

The Geneva Programme in Environmental Diplomacy teaches and trains present and future policy and decision-makers towards the required skills to

  • understand the nature of specific environmental concerns as well as their place and weight in multilateral negotiations
  • participate in global negotiations in environment, sustainable development and related fields
  • be able to express the view of government in international negotiation
  • become aware of the cross- cutting nature of environmental issues
  • find constructive solutions to the challenges of today’s world

The political positioning and influence of regional and sub-regional groupings, negotiations and instruments are given full attention. Environmental concerns and objectives are dealt with in the broader context of sustainable development with its full range of potentially conflicting sectoral views, and linked to issues such as trade and human rights.

The programme facilitates debate, dialogue and interaction with:

  • multi-sectoral environmental programmes, for instance the work-programmes of UNEP, the Economic Commission for Europe and IUCN – the World Conservation Union
  • organizations/programmes/events of high relevance for the environmental community, e.g. the UN General Assembly 2ndCommittee,the Commission on Sustainable Development, the World Trade Organization, and relevant global conferences or rounds of negotiation
  • major projects with potential environmental impacts, for instance large mining projects
  • institutional debates on, for instance, UN reform or environmental governance
  • post-conflict assessment, pre-conflict early warning and actual emergency operations
Structure

Distance session 1 May - 25 July 2007
Six hours of instruction for each module will be given through e-learning over the Internet, requiring 60 hours during the period 1 May - 25 July to provide the background necessary to fully benefit from the intensive course activities.

An intensive two-week course 27 July – 10 August 2007
The intensive programme comprises 10 modules. Each module includes
-
18 teaching hours of e-learning, lectures, case studies and practical exercises
-
12 hours of individual preparation

Preparation of a thesis by 31 December 2007, with supervision at a distance
After the course, each participant is required to prepare a thesis or equivalent practical project before 31 December 2007, involving 60 hours of work.

Accreditation
Together the 10 modules form a training programme of 300 hours representing 10 ECTS credits (European Credit Transfer and Accumulation System). Successful completion of the 10 modules and a thesis, representing 2 ECTS, earns a University of Geneva Certificate of Advanced Studies in Environmental Diplomacy. It is possible to take only the two-week intensive course without university credit if space is available.

Audience
The programme is aimed at present or future diplomats, negotiators, policy and decision-makers in governments, regional intergovernmental bodies, local authorities, the private sector, NGOs, trade unions and UN bodies.

Faculty and speakers
High-level speakers and leading figures in environmental diplomacy will lecture during the course and participate in an opening topical debate.
